Zvika Krieger is the U.S. Department of State's Representative to Silicon Valley and Senior Advisor for Technology and Innovation. He works with the technology and innovation sectors on tackling global challenges, leading initiatives on providing assistance to refugees, tracking nuclear weapons, expanding access to clean energy, and countering violent extremism. He also helps the State Department plan for the international impacts of emerging technology trends, such as blockchains, gene editing, and artificial intelligence.

Monmouth University

Dr. Kathryn Kloby is an assistant professor of political science at Monmouth University, West Long Branch, New Jersey. She teaches graduate and undergraduate courses in public policy, research methods, and public management. Her research interests include public sector accountability, government performance measurement and reporting, and citizen participation. She has published several articles, case studies and book chapters on performance reporting, designing performance measurement systems, and strategies for aligning government decisions with citizen expectations.

Claremont Graduate University

Robert Klitgaard is Dean and Ford Distinguished Professor of International Development and Security at the RAND Graduate School. He previously served as Professor of Economics at the University of Natal, Durban; Lester Crown Professor of Economics at Yale; and Associate Professor of Public Policy at Harvard. He advises many governments and international institutions on economic strategy and institutional reform, and his consulting work and research have taken him to 30 countries in Latin America, Asia, and Africa.

Virginia Tech

In 2009, the American Recovery and Reinvestment Act provided a one-time boost in spending to state and local govern­ments of more than $275 billion which was distributed via 65 different new or existing federal programs. These funds were accompanied by a new, centralized system of strict financial accountability and perfor­mance reporting, with frequent reporting requirements.

Cornelius M. Kerwin is president of American University (AU). For seven years, he served as provost of AU, and he has been a member of the faculty since 1975. Dr. Kerwin has held a number of prominent leadership positions within the School of Public Affairs, including his service as dean from 1989 to 1997.

University of Nebraska at Omaha

Victoria Kennel is a graduate research associate for the Center for Collaboration Science (CCS) and graduate student at the University of Nebraska at Omaha, studying industrial and organizational psychology. She has worked on research grants funded by the Agency for Healthcare Research and Quality. In addition, she has worked as a Senior Human Capital Consulting Associate for SilverStone Group and provided consulting services in the areas of personnel selection, leadership development and training, and employee engagement. Victoria has coauthored papers and presented at various conferences.

University of Georgia

J. Edward Kellough is Associate Professor in the School of Public and International Affairs and Director of the Doctoral Program in Public Administration at the University of Georgia. Professor Kellough teaches courses in Public Personnel Administration/ Human Resources Management, Program Evaluation, Public Administration and Democracy, and other topics. His principal research interests are in the area of public personnel management.

University of California, Berkeley

Ann Keller is an Associate Professor in the UC Berkeley School of Public Health, where she teaches courses on health policy, environmental health policy, and science in policy making. Keller studies the role of expertise in public decision-making and is especially interested in how expert systems are designed in the public sector and how expertise is maintained in contested political domains.

University of Missouri

Lael R. Keiser is an Associate Professor in the Department of Political Science and in the Truman School of Public Affairs at the University of Missouri, where she teaches courses on public policy and public administration. Her research focuses on policy implementation in public agencies with a focus on Social Security Disability, Veterans Disability Compensation, and public education.
