Rob Foster

Mr. Rob Foster was selected as the Department of the Navy (DON) chief information officer (CIO) effective June 2015.  In support of the deputy under secretary of the navy for management, Mr. Foster heads the Office of the DON CIO and is the DON’s senior official and advisor on matters related to Information Management (IM), InformationTechnology (IT)/cyberspace, and Information Resources Management (IRM).

Gail D. Fosler

Ms. Fosler is President of The GailFosler Group LLC, a strategic advisory service for global business leaders and public policymakers. The GailFosler Group provides in-depth analysis of economic, financial, and public policy issues and creates new concepts and frameworks for business and government leaders to support successful decision-making. She is also Senior Advisor to The Business Council, and leads the organization’s partnership with The Conference Board.

Daniel J. Fiorino

Daniel J. Fiorino is Director of the Center for Environmental Policy and Executive in Residence at the School of Public Affairs at American University. The Center’s mission is to evaluate and improve environmental governance in the United States. He also teaches courses on environmental and energy policy, environmental sustainability, and public management.

Joseph A. Ferrara

Joe Ferrara is currently Chief of Staff to the President of Georgetown University. In this role, he works closely with the President to manage major university initiatives and has traveled with the President and the Board of Directors on university business around the world, including Asia, Europe, and the Middle East.

Charles H. Fay

Charles H. Fay is Professor and Chair of the Human Resource Management Department in the School of Management and Labor Relations (SMLR) at Rutgers University, where he has taught since 1984. He specializes in the areas of rewards systems, performance management, and human resource information systems, and co-developed SMLR’s overseas teaching programs in Singapore and Indonesia. His first faculty position was at the University of Kentucky in 1979.

Joe Eyerman

Joe Eyerman, PhD, is a senior research methodologist and the director of the RTI Health Security Program, with more than 16 years of professional experience in the statistical modeling of social behavior and managing data collection and analysis projects. His substantive interest is in the formal and statistical modeling of the decision processes related to political behavior, terrorism, and international conflict.

Dr. Zeke Emanuel

Ezekiel J. Emanuel is Vice Provost for Global Initiatives and chair of the Department of Medical Ethics and Health Policy at the University of Pennsylvania. From January 2009 to January 2011, he served as special advisor for health policy to the director of the White House Office of Management and Budget. Since 1997 he was chair of the Department of Bioethics at The Clinical Center of the National Institutes of Health and a breast oncologist. Dr. Emanuel received his M.D. from Harvard Medical School and his Ph.D. in political philosophy from Harvard University.

Loretta Early

As Chief Information Officer (CIO), Loretta provides executive leadership to critical areas of the University, prioritizes IT investments in collaboration with key constituencies, and leads the GW IT organization in the execution of strategic initiatives that are aligned with and advance the University’s strategic plan and goals. Loretta oversees the portfolio of technology projects, all IT policies, contracts, vendor relationships, and the annual operating and capital budgets.

Jane Fedorowicz

Jane Fedorowicz, Chester B. Slade Professor of Accounting and Information systems, holds a joint appointment in the Accountancy and Information & Process Management departments at Bentley University, where she teaches courses on enterprise system configuration, business processes, and internal controls. She is principal investigator of a National Science Foundation project team studying design issues for police and government agency collaboration using public safety networks.

Cynthia R. Farina

Cynthia R. Farina is the McRoberts Research Professor in Administration of the Law at Cornell University and faculty director of the Regulation Room Project. Her scholarship and teaching focus on administrative law and electronic government, the presidency, and due process and separation of powers.
