Richard J. Buttimer, Jr.

Richard J. Buttimer Jr. is the Gould-Mayfield Professor of Real Estate and an Associate Professor of Finance and Real Estate at The University of Texas at Arlington. He earned his BBA and his Ph.D. from the University of Georgia. He has taught courses in financial risk management, financial modeling, corporate finance, and real estate finance. Dr. Buttimer's current research interests include the role of financial risk management techniques in government, the pricing of mortgage servicing rights, and the long-run performance of REITs.

Terry F. Buss

Terry F. Buss is Distinguished Professor of Public Policy, Carnegie Mellon University and a Fellow, National Academy of Public Administration. He earned a doctorate in political science and mathematics from the Ohio State University. He has managed public policy and management programs and research centers at Ohio State University, Youngstown State University, University of Akron, Suffolk University, and Florida International University. He has also served as a senior policy advisor at the Council of Governors Policy Advisors, Congressional Research Service, U.S.

Katherine Willoughby

Dr. Katherine Willoughby seeks to promote improved budgeting and financial management practices in the public sector. Her primary focus of research is on state government budgetary and fiscal management. Her book, Policy and Politics in State Budgeting, coauthored with Dr. Kurt Thurmaier, examines the relationship between budgeting and policy development as seen through the eyes of analysts employed in executive budget offices in 11 American state governments in the South and Midwest.

Trefor P. Williams

Dr. Trefor P. Williams is a Professor of Civil Engineering and Senior Researcher at the Rutgers Center for Advanced Infrastructure and Transportation. He has 30 years of academic and consulting experience in the areas of construction management, and transportation engineering. Dr. Williams has five years of professional experience with Wilbur Smith and Associates as a traffic engineer responsible for the installation and initial operation of several computerized ITS systems. Dr. Williams has been a researcher at Rutgers for the last 25 years. Dr.

Cindy Williams

Cindy Williams is a Principal Research Scientist in the Security Studies Program of the Massachusetts Institute of Technology. Her work at MIT includes an examination of the processes by which the U.S. government plans for and allocates resources among the activities related to national security and international affairs, a study of options for reform of military personnel policies, and an examination of the transition to all-volunteer forces in the militaries of Europe and North America.

Joseph Wholey

Joseph Wholey is Professor of Public Administration at the University of Southern California, where his work focuses on the use of strategic planning, performance measurement, and program evaluation to improve government performance and accountability. Previously, he served as senior advisor for performance and accountability at the U.S. General Accounting Office, and as senior advisor to the deputy director for Management at the U.S. Office of Management and Budget.

John Whitley

John Whitley is currently a researcher and advisor with the Institute for Defense Analyses and other organizations. In government, he most recently served as the acting secretary of the Army and, prior to that, served as the assistant secretary of the Army for Financial Management and Comptroller and in acting positions as the director of Cost Assessment and Program Evaluation (DCAPE) and deputy chief management officer (DCMO) of DoD.

Linda Williams

Dr. Williams is an Assistant Professor at Arizona State University. Her scholarly research focuses on administrative law, environmental policy, and immigration policy. She is interested in the effects of climate change on the mitigation and adaption policies of local and state governments, comparative immigration and immigrant policies, and the process through which immigrant policies are carried out by local bureaucratic agencies. Christine B. Williams

Christine B. Williams is Professor of Government at Bentley College. Her research area is political communication, with an emphasis on new and emerging technologies. She currently serves on the editorial board of the Journal of e-Government and on the Meetup Politics & Governance Advisory Council.
