Leigh Botwink

Leigh Botwinik is the Director of Graduate Programs at the University of Pennsylvania's Fels Institute of Government. As a member of the Fels Consulting practice, she managed the SchoolStat project, a collaboration with the School District of Philadelphia, and worked with a variety of public sector clients on performance management initiatives. Prior to coming to Fels, she taught first and second grade in Washington, DC. Leigh holds a BA from the University of Michigan and a Master of Public Administration and a Master of Science in Education from the University of Pennsylvania.

Sandford Borins

Sandford Borins is a Professor of Public Management in the University of Toronto’s School of Public Policy and Governance, Joseph L. Rotman School of Management, and Department of Management, University of Toronto-Scarborough. He was the founding chair of the latter and served in that capacity from 1991 to 2003. He is currently a research fellow at the Ash Center for Democratic Governance and Innovation, Harvard Kennedy School.

Dr. Heike Boeltzig-Brown

Heike Boeltzig-Brown is a Senior Research Associate and Academic Program Developer at the Institute for Community Inclusion (ICI), School for Global Inclusion and Social Development and adjunct faculty in the John W. McCormack Graduate School of Policy and Global Studies at the University of Massachusetts Boston (UMB). Her key research interests focus on disability, employment and vocational rehabilitation (VR), as well as information and communication technology. At the ICI, Dr. Boeltzig-Brown has beendirecting research projects related to VR and funded by the federal government.

Ray Blunt

Ray focuses the “third half” of his life on helping to grow the next generation of servant leaders. He currently teaches philosophy and worldview at Ad Fontes Academy high school and is a Senior Fellow at The Washington Institute for Faith, Vocation, and Culture.

Jon R. Blondal

Jón R. Blöndal is currently Deputy Head of the Budgeting and Public Expenditures Division at the Organisation for Economic Co-operation and Development (OECD). This division is concerned with the overall functioning of the budgeting system—promoting aggregate fiscal discipline, the effective allocation and relocation of resources, and the efficient management of government. As such, it is involved with the whole budgeting cycle—formulation, approval, implementation, and audit.

Lloyd A. Blanchard

Lloyd A. Blanchard is an Assistant Professor of Public Administration at the Maxwell School of Citizenship and Public Affairs at Syracuse University. His public sector experience includes serving as senior advisor for financial management at the National Aeronautics and Space Administration, chief operating officer of the Small Business Administration, and associate director for the Office of Management and Budget. Prior to his time in government, he served on the faculty of the Daniel J.

Alissa Black

Alissa Black is principal of investments at Omidyar Network. At the Omidyar Network, she is working to improve the relationship between citizens and government through driving sector-level change in government and the emerging civic technology ecosystem. Prior to joining Omidyar Network, Black was director of the California Civic Innovation Project (CCIP) at New America Foundation, where she was responsible for developing the project’s strategy and managing the research portfolio.

Delivering Artificial Intelligence in Government: Challenges and Opportunities

Ganesh D. Bhatt is an Associate Professor in the Department of Information Science and Systems at Morgan State University, Baltimore. Currently, he is actively exploring the field of knowledge dynamics, information management, and e-commerce models.
