Dr. James A. Bailey is a Professor of Accounting at Utah Valley University. He is a Certified Public Accountant, Certified Fraud Examiner, and Certified Internal Auditor. He teaches, researches, and consults in the areas of enterprise risk management, financial oversight, auditing, accounting, and fraud prevention. Dr. Bailey led the business school at Truman State University and the department of accounting at Central Washington University. He also led the development of a new business school at the University of Southern Nevada.

Dr. Jennifer Bachner

Dr. Jennifer Bachner is the Program Coordinator and Lecturer in Governmental Studies for the M.A. in Government in the Johns Hopkins University Center for Advanced Governmental Studies. Her current work examines the implications of data and analytics on governance, the use of emerging technologies in online education, and partisanship metrics in Congress. Juile Atkins

Julie Atkins, M.A is a research associate at the Muskie School of Public Service at the University of Southern Maine. She brings 15 years of experience in research, evaluation, and the provision of technical assistance on issues affecting children, youth, and families. Ms Atkins has worked closely with executive leadership in state and tribal child welfare agencies, helping to enhance management, training, and data systems. Building organizational capacity through effective implementation and the use of data to improve outcomes is one of her focus areas.

Dr. Sandra O. Archibald

Dr. Sandra O. Archibald is Professor and Dean of the Evans School of Public Affairs, University of Washington; she holds a doctorate in agricultural economics from the University of California, Davis, and a master’s degree in Public Administration from the Goldman School of Public Policy, University of California, Berkeley.

Christopher Ansell

Christopher Ansell received his BA in Environmental Science from the University of Virginia in 1979 and worked at the U.S. Office of Technology Assessment from 1979 through 1984. He received his PhD in Political Science from the University of Chicago in 1993. He is currently Professor of Political Science at the University of California, Berkeley, where he teaches courses in public administration, organization theory, public policy, and regulation. Ansell’s current research focuses on how public agencies manage societal risks and govern unruly public problems.

Previously, Ms. Anderson worked as an IBM consultant to state and federal government agencies to improve their business processes. Tom Stanton and Doug Webster

Thomas H. Stanton teaches at Johns Hopkins University. He is President of the Association for Federal Enterprise Risk Management (AFERM) and a former member of the federal Senior Executive Service. The Honorable Jacques S. Gansler, former Under Secretary of Defense for Acquisition, Technology, and Logistics, was a professor and held the Roger C. Lipitz Chair in Public Policy and Private Enterprise in the School of Public Policy, University of Maryland; he was also the Director of the Center for Public Policy and Private Enterprise. As the third-ranking civilian at the Pentagon from 1997–2001, Dr. Gansler was responsible for all research and development, acquisition reform, logistics, advanced technology, environmental security, defense industry, and numerous other security programs.
