Barry Sugarman

Barry Sugarman is currently involved in a partnership between the Society for Organizational Learning and several federal government agencies. He is the author of four books and numerous articles. He earned a Ph.D. from Princeton University in sociology and anthropology, an M.A. from Southern Illinois University, and a B.A. from the University of Exeter, England.

Frank B. Strickland

Frank B. Strickland is a Senior Fellow Emeritus with the IBM Center for The Business of Government.

Melissa M Stone

Melissa M. Stone is the Gross Family Professor of Nonprofit Management and Professor of Public Affairs and Planning at the Humphrey School of Public Affairs at the University of Minnesota. Her teaching and research focuses on governance and strategic management of nonprofit organizations, government-nonprofit relationships, and collaborations as policy implementation tools. She has published widely in scholarly journals and books in the fields of nonprofit studies, public management, and strategic management.

Max Stier

He has worked previously in all three branches of the federal government. In 1982, he served on the personal staff of Congressman Jim Leach. Mr. Stier clerked for Chief Judge James Oakes of the United States Court of Appeals for the Second Circuit in 1992 and clerked for Justice David Souter of the United States Supreme Court in 1994. Between these two positions, Mr. Stier served as Special Litigation Counsel to Assistant Attorney General Anne Bingaman at the Department of Justice.

David Stern

David Stern is Director of Online Engagement at AmericaSpeaks. He manages web-based citizen participation projects and innovations for the organization and works with partners in government and civil society to enable citizens to shape policymaking using democratic
online tools. David has led the creation of ASonline.org, a portfolio of online services and tools AmericaSpeaks utilizes in its online engagement initiatives. He also led the development of TheAmericanSquare.org, a new social network for cross-partisan, civil discourse about policy and politics.

Tom Suder

Tom Suder is President and Founder of Mobilegov, a company that provides cutting-edge mobile solutions to its customers. In addition to his work with Mobilegov, Tom is also Strategic Advisor to the University of Central Florida’s Institute for Simulation and Training.

 

Dr. Genie Stowers

Dr. Genie Stowers is Professor of Public Administration at San Francisco State University. Her current research interests are online service delivery by cities and data visualization and mining in the public sector.

Kenneth W. Stockman

Ken Stockman is a Senior Managing Consultant in IBM’s Public Sector Strategy & Innovation Practice.  He is an evangelist for aligning enterprise business strategy with technology, people, and process in order to achieve sustainable business outcomes.  Ken has supported several large business model transformation efforts for public sector clients while at IBM, including USDA, the VA, the FAA, and, most recently, the US Citizenship and Immigration Service. 

Kay A. Sterner

Kay A. Sterner is the Academic Professional Writer for the Evans School of Public Affairs, University of Washington. She also works as the Copy Editor for the Journal of Policy Analysis and Management. Prior to working at the Evans School, she was a Research Consultant for the Department of Bioengineering, University of Washington.
