The Responsibility of Government in Building Civic Engagement

We should all see it as part of our civic duty to contribute toward the common good. However, many people do not connect with the governing process in a meaningful way. Perhaps this is where government can do more by further engaging citizens and driving civic awareness.

Fortunately, there are a number of ways, already tested at multiple levels of government, that citizens can interact with public organizations and contribute to improved services for all.  Such examples are summarized below, and provide excellent models for government to enhance citizen engagement.

Topic 4: Technology, Transparency, and Participatory Democracy

President Obama issued a memorandum on Transparency and Open Government following his inauguration in early 2009. The memo outlined his commitment to greater transparency, increased citizen participation, and more collaboration. This commitment acknowledges that government cannot solve by itself the challenges facing our nation.

Citizen Participation: Others Step Out

The rumors continue about the impending release of the Obama Administration’s implementation directives for greater transparency, citizen participation, and collaboration. But thanks to the power of Twitter, I’ve learned that both the United Kingdom and Australia have released reports that begin to detail their approaches to greater citizen participation. These reports may serve as useful reference points when the Obama directive is released!

Citizen Engagement: GSA Update

While there’s been little open discussion in recent days about the progress of President Obama’s Open Government Directive, the General Services Administration’s quarterly “Intergovernmental Solutions” newsletter has dedicated its latest issue to describing dozens of examples of how citizen engagement is increasing in government – federal, state, local, as well as other countries. It is worth reading!

Participatory Budgeting: Ten Actions to Engage Citizens via Social Media

It has since spread to 1,000 other cities worldwide and is gaining interest in U.S. cities as well.

Dr. Gordon’s report offers an overview of the state of participatory budgeting, and the potential value of integrating the use of social media into the participatory process design. Her report details three case studies of U.S. communities that have undertaken participatory budgeting initiatives.  While these cases are relatively small in scope, they provide insights into what potential users need to consider if they wanted to develop their own initiatives.
