Emily W. Murphy was sworn in as administrator of the U.S. General Services Administration (GSA) by U.S. Office of Management and Budget Director Mick Mulvaney on December 12, 2017. President Donald J. Trump nominated Ms. Murphy to lead GSA in September 2017. She was unanimously confirmed by the U.S. Senate on December 5, 2017.

Administrator Murphy leads a staff of 11,600 employees nationwide, overseeing more than 371 million square feet of property, and approximately $54 billion in annual contracts.

Managing Programs: More Complex Than It Seems

A 2015 study by the National Academy of Public Administration reinforces GAO’s concerns, concluding that “institutionalizing the discipline of program management across the federal government should be a top priority.”  This included creating an integrated approach to program management, creating a professional community and voice among program managers, and greater clarity in their roles and responsibilities. But what is the best approach for doing this?

In this report, Dr. Weiss offers a framework for how the Office of Management and Budget (OMB), the Office of Personnel Management, and agencies should develop standards and competencies for improved program management.  Dr. Weiss’ report is designed to help agencies understand the full range of skills and experiences needed across the range of program management needs in government. She supplements the framework with concrete case examples of program managers who demonstrate the skills and experiences needed to lead different types of programs.
