The Business of Government Magazine 2022 Edition - This edition highlights the latest trends and best practices for improving government effectiveness by introducing readers to key government executives, detailing the work of public management practitioners, and offering insights from leading academics on how best to navigate an increasingly complex environment and build a more resilient future.
The Future of AGILE GOVERNMENT by Ed DeSeve
In this report builds on earlier work that focuses on how agile principles can apply to the development and implementation of government policies, regulations, and programs. The author introduces the “Integrated Agile Framework for Action”, to guide government leaders and stakeholders in implementing agile strategies in their work to provide services to the public in a way that fosters public trust.
Partnering for Resilience by Chris Mihm
What specific and practical steps can governments take in the near term to better prepare and respond to emergencies? In search of concrete answers, the IBM Center for The Business of Government and IBM Institute for Business Value teamed with the National Academy of Public Administration to convene a roundtable of government leaders and emergency management experts. The report outlines six pragmatic and actionable steps that emerged from this roundtable discussion.
This report explores how digital service teams bring “service designers” into government to transform service delivery. These designers use human-centered design approaches to help public sector organizations refine strategies, rethink the nature of services, and reflect the way that citizens want to use a public service. The report focuses on how human centricity can help to transform digital service delivery in a way that improves government agility, with results that address principles, mindsets, techniques, and practices.

This report proposes a series of targeted management interventions to improve efficiency, accountability, and effectiveness of network operations, with the “networks” in this case being the series of service providers needed to deliver needed outcomes to a client. The insights in this report are supported by a case study of 11 AmericaServes networks.
Three Reforms to Improve Defense Resource Management by John Whitley
The 2022 National Defense Authorization Act directed establishment of a Planning, Programming, Budgeting, and Execution (PPBE) reform commission. PPBE is the DoD process established in 1961 used to allocate and manage resources. This report provides an overview and history of the PPBE system, recommends three key challenges that the commission should address, and identifies obstacles that the commission should avoid.
Optimizing Analytics for Policymaking and Governance by Jennifer Bachner
This report explores federal agencies progress and maturation in making effective use of data analytics in policymaking and governance based on a systematic review of these efforts. This review draws on a survey of professionals working in and with federal agencies to develop a more comprehensive understanding of how the government uses analytics, the outcomes of these efforts, and the challenges agencies face in their work to further develop analytical capabilities. The report also provides insight into the challenges ahead and key success factors necessary for continued improvement.
In this report, author Robert Handfield—a leading global supply chain expert and professor at North Carolina State University—outlines how a modern supply chain strategy can leverage shared service models to increase efficiency and productivity. Using the COVID-19 experience as a proxy and drawing conclusions for larger process, technology, and policy strategies, the author outlines insights and recommendation to address whole of government supply chain and shared service challenges.
