The Bush Administration launched it's "transition out" last month.  In a memo to the President's Management Council (comprised of the deputy secretaries and chief operating officers of major agencies), Clay Johnson set out a timetable for a series of transition-out activities.  Johnson is the deputy director for management at the Office of Management and Budget. He also led the 2000 transition into power for the Bush Administration.

Key points in the memo:

• * Identify a career official to serve as the transition coordinator in each agency.
• * Identify a career official to serve in place of departing political officials in each major bureau.
• * Develop a briefing book that summarizes each department's basic organization, performance goals, and key personnel.
• * Identify "hot" issues that need the attention of the new Administration.

In mid-October, Johnson says he will "create the opportunity for career transition leads to meet to confer with each other. . . "  He also advises the current political appointees to "Do transition planning with (not to) career officials."
