This report explores how managers create a culture of innovation through a comprehensive case study of Phoenix, Arizona, which has been consistently recognized as the best run city in America. Through interviews with Phoenix’s mayor and department heads in city government, themes are developed on creating a culture of change, encouraging responsible risk-taking, and undertaking public entrepreneurship. This report traces the history of public reporting on government performance and how technology now allows government leaders to dramatically expand citizen access to government performance. Lee defines criteria for assessing how well federal, state, and local agencies report their performance to the public as well as provides examples of best practices to inspire government agencies at all level to move toward e-reporting. Adding to our expanding knowledge base and understanding of e-government, this report focuses on the potential of m-government (the use of mobile technology) to improve and enhance government services. This report examines how the State of Kansas, like many other states, is reconsidering the structure of service delivery for many of its social welfare programs. Like other states, Kansas has opted to "privatize" or contract several components of its social welfare services. In the areas of Medicaid and welfare program, Kansas has been very aggressive in examining the possibilities of alternative service delivery strategies. This report documents examples of milestone contracting between public agencies and social service nonprofit agencies, with a particular focus on a recent innovation in Oklahoma's way of managing its contracts with nonprofit organizations. Oklahoma's milestone contracting specifies a series of distinct and critical achievements and confers payment for a set of collaboratively defined programmatic results. This approach is explored in greater detail by examining Oklahoma's approach, while also thinking through a full range of potential uses of this emerging contract system.
