Peter Frumkin is an Associate Professor of Public Policy at Harvard University’s John F. Kennedy School of Government, where he is affiliated with the Hauser Center for Nonprofit Organizations. At the Kennedy School, he teaches courses on philanthropy and nonprofit management. Frumkin is the author of On Being Nonprofit (Harvard University Press,2002).

Making Public Sector Mergers Work

Mergers and consolidations of government agencies and departments raise significant policy and management dilemmas for public sector leaders. This research project examines the theory and practice of public sector mergers at the federal and state levels with two main goals: (1) to provide broad guidance to policy makers on how to analyze proposed mergers, (2) give practical advice to agency and department managers on how to respond to the many challenges created when several independent public organizations suddenly become one.

Managing Outcomes: Milestone Contracting in Oklahoma

This report documents examples of milestone contracting between public agencies and social service nonprofit agencies, with a particular focus on a recent innovation in Oklahoma's way of managing its contracts with nonprofit organizations. Oklahoma's milestone contracting specifies a series of distinct and critical achievements and confers payment for a set of collaboratively defined programmatic results. This approach is explored in greater detail by examining Oklahoma's approach, while also thinking through a full range of potential uses of this emerging contract system.

Peter Frumkin is an Associate Professor of Public Policy at Harvard University’s John F. Kennedy School of Government, where he is affiliated with the Hauser Center for Nonprofit Organizations. At the Kennedy School, he teaches courses on philanthropy and nonprofit management. Frumkin is the author of On Being Nonprofit (Harvard University Press,2002). This book considers the changing roles and responsibilities of nonprofit organizations in American democracy and the evolution of public policies shaping the sector’s growth.
 
He has also authored numerous articles on topics related to nonprofit management, including ones focusing on compensation policies in nonprofit organizations, the impact of fundraising strategies on nonprofit revenue generation, and the effects of public funding on nonprofit mission definition. This work has been published in the Public Administration Review, Journal of Public Administration Research and Theory, American Review of Public Administration, Nonprofit and Voluntary Sector Quarterly, Nonprofit Management and Leadership, Society, The Public Interest, and other journals.
 
Frumkin is the author of numerous articles on all aspects of philanthropy, including the formulation of grant-making strategy, the changing profile of major individual donors, theories of philanthropic leverage, the professionalize  movement within foundations, and other topics. He has lectured on philanthropy at universities throughout the country and served as a consultant to foundations and individual donors on strategy and evaluation. Recently, he gave a series of lectures on philanthropy across Europe during trips sponsored by the United States Department of State. He is now completing a new book, Strategic Giving, to be published by the University of Chicago Press. Prior to coming to Harvard, Frumkin worked as a foundation program officer, a nonprofit manager, and a program evaluator in both nonprofit and public agencies. Frumkin received his Ph.D. in sociology from the University of Chicago in 1997.
