This paper proposes a model for creating a
Directorate of Open Source Intelligence (DOSI) that is fully integrated into the intelligence
community and will facilitate cooperation and collaboration among the constituent agencies of
the intelligence community, other federal agencies, state and local governments, and the private
sector.
