Gene L. Dodaro
As the Chief Operating Officer of the U.S. General Accounting Office, Mr. Dodaro assists the Comptroller General in providing leadership for the GAO. He is responsible for day-to-day management to ensure that GAO effectively accomplishes its mission of assisting the Congress and working to improve government for the benefit of the American People.
Prior to assuming his current responsibilities in May 1999, Mr. Dodaro was the Assistant Comptroller General for GAO's Accounting and Information Management Division and was responsible for a wide range of audits and studies. Significant accomplishments during his tenure include providing leadership to help the Government confront the Year 2000 computing challenge. Mr. Dodaro conceived GAO efforts to produce landmark guides to help organizations address this critical issue and has worked with the Congress and the President's Y2K Conversion Council. He also directed the first-ever audit of comprehensive financial statements covering all Federal department and agencies for fiscal year 1997 - one of the largest and most complex audits in history.
Mr. Dodaro has extensive experience appearing before the Congress, having testified at dozens of hearings on an array of management issues. He has worked closely with the Congress and various administrations over the years on major management reform initiatives. The most recent legislation includes: (1) the 1994 Government Management Reform Act, which expanded the Chief Financial Offers Act; (2) the revised 1995 Paperwork Reduction Act and the Clinger-Cohen Act of 1996, which require agencies to implement modern management practices for information technology management; and (3) 1996 refinements to the Single Audit Act, which outlines requirements for audits of federal assistance to state and local governments.
During Mr. Dodaro's tenure at GAO he as also been Director for GAO's General Management issues. He led management reviews of the Department of Justice, the Internal Revenue Service, the Office of Management and Budget, the Office of Personnel Management, and the Farm Credit System. He also has extensive experience auditing a wide range of federal programs delivered to state and local governments, including block grants in the health and social service areas.
Mr. Dodaro joined GAO in 1973 after majoring in accounting at Lycoming College in Pennsylvania. He is a Fellow of the National Academy of Public Administration and a member of the Association of Government Accountants, the American Society of Public Administration, and the Institute of Auditors. He has received numerous awards, including:
- Institute of Internal Auditor (D.C. Chapter) Person of the Year for Leadership in addressing the Year 2000 computing challenge, 1999.
- Federal Computer Week Information Technology Top 100 Award, 1999.
- Comptroller General Award, GAO's top honor for outstanding leadership in championing financial and information management reform throughout the Federal government, 1995.
- Human Resource Award for increasing the GAO's capacity to meet mission goals, 1993.
- Arthur S. Flemming Award for outstanding individual performance in Government, 1989.
