Principal Financial Advisor to the Secretary of Defense

To manage this very large and complex organization, DoD has developed and maintained some 4,150 different business processes and systems. Given the size and complexity of the department’s finances and operations along with the rapid pace of change, engagement in major military campaigns, and worldwide economic uncertainty, it is imperative that DoD create more agile, responsive, and efficient operations. To this end, DoD continues to pursue enterprise business transformation efforts.

Ms. Elizabeth (Beth) A. McGrath was sworn in as the Department’s first Deputy Chief Management Officer, a Senate-confirmed and politically appointed position, on July 1, 2010. Ms. McGrath leads the Department’s efforts to better synchronize, integrate and coordinate DoD business operations and serves as the Principal Staff Assistant (PSA) and advisor to the Secretary and Deputy Secretary of Defense for matters relating to management and improvement of business operations.  Ms.

Robert F. Hale is the principal advisor to Secretary of Defense Leon E. Panetta on all budgetary and fiscal matters, including the development and execution of the Defense Department’s annual budget of more than $600 billion.

Moreover, pressure to increase the savings targets is growing. The Department of Defense (DoD) provides an instructive example in this area.

The imperative to improve the business operations of the U.S. Department of Defense has never been greater. Secretary of Defense Gates and Deputy Secretary Lynn have clearly articulated the pressing need for reform, driving action across all business areas such as acquisition and logistics, finance, and personnel. Transforming these business processes and systems is motivated by the need to make better use of resources, improve stewardship, and provide the best support possible to the warfighters.
