The summer of 2011 was dominated by negotiations between Congress and the president concerning the federal deficit and the need to dramatically reduce spending in the decade ahead. There is little doubt that agencies across government will need to cut costs while maintaining, if not improving, the performance of their operations. Among her many previous roles at OPM she also served as the agency's Head of Contracting Activity and as Senior Advisor for Competitive Sourcing. Kay is a member of the Federal Acquisition Institute (FAI) Board of Directors and served as the Chairperson for the Chief Acquisition Officers Council's Competitive Sourcing workgroup.
