How Many Plans Should be Offered In the Health Exchanges?

According to a report from The Hill, the new state based health insurance exchanges would best serve consumers by limiting the number of health plans offered. Based on a recent analysis from the health policy journal Health Affairs, individuals purchasing insurance on the new Exchanges would find it easier to survey a smaller menu of options along the lines of the Massachusetts model.

Kaiser Health News reports that Minnesota is in the process of doing much of the work of preparing its exchange without a state law in place. With divided government, led by a Democratic Governor and a Republican legislature, approval for the Health Exchange has yet to gain traction. And with federal government funding the Exchange setup, state support is less vital to the Exchanges.

In deciding the makeup of the "essential health benefits" to be offered in the health insurance exchanges, the Institute of Medicine recommends consideration of costs. On Thursday, the Institute, part of the National Academy of Sciences, submitted a report to the Department of Health and Human Services that detailed on what basis plans should be constructed that will be offered through state exchanges.
