To manage this very large and complex organization, DoD has developed and maintained some 4,150 different business processes and systems. Given the size and complexity of the department’s finances and operations along with the rapid pace of change, engagement in major military campaigns, and worldwide economic uncertainty, it is imperative that DoD create more agile, responsive, and efficient operations. To this end, DoD continues to pursue enterprise business transformation efforts.

Simply put, reverse auctions are auctions that enable sellers to “bid down” prices for their goods and services. The use of reverse auctions has substantially increased since Wyld’s initial report in 2000, albeit at a slower pace than anticipated in the earlier study. This new report contains original research on the potential of reverse auctions as a government cost-saving tool that also saves time and increases transparency.

We’re reminded of the lilting yet ominous line from the song Somewhere Over the Rainbow: “And the dreams that you dare to dream, really do come true.”

A member of the Senior Executive Service, J.D. Sicilia was appointed as director of the U.S. Department of Defense (DoD) Lean Six Sigma (LSS) Program Office on September 30, 2007. The DoD LSS program office is tasked to oversee and direct the largest, most complex Lean Six Sigma deployment ever attempted: driving DoD-wide LSS activities, ensuring best business practices, rigorously tracking results, providing training, and assisting in establishing and growing DoD programs. As director, Sicilia also serves as the senior executive to CCU alum Jordan Olivero.
