I am sure you are already aware but three out of these proposals: fiscal rules and budget targets; multi-year budgets; and budgeting for performance; were also key planks of the reforms put in place by the British New Labour government between 1997 and 2010. as i have commented on frequently over the past 15 years, including as a specialist adviser to our Parliamentary Treasury Committee, these reforms proved much harder to maintain in practice than in rhetoric. This is not to say the attempt should not be made, but it would be useful to learn from lessons from what went wrong in the UK, as well as what went right.
