Our goal with this report is straightforward: to begin thinking about the future of government and the trends and new ideas in government management that a new president should consider as he or she takes office in 2009. The intent of this project is to stimulate new ideas among several key audiences. We wish to spark the imagination of government leaders to look beyond their day-to-day "urgencies" and reflect upon the important challenges the nation will face tomorrow.

In less than a decade, the number of taxpayers filing their tax returns electronically has gone from 20 percent in 1998 to 57 percent in 2006. In evaluating the IRS e-file program, Dr. Holden uses an "innovation adoption model" to describe what the IRS did to increase taxpayers’ use of the e-file system. Holden provides new and valuable insights into key factors involved in the successful adoption of e-services. He identifies the critical challenges and key steps that agencies can take in assessing their approach to adopting innovative ways of delivering services.

Dr. Blanchard’s report begins with a description of the statutory and conceptual foundations of costing requirements. He follows with a framework for integrating costs and performance. He then tells the story of how two very different federal agencies successfully met the PMA’s performance costing requirements. Blanchard draws upon published reports and articles, as well as his own experience leading PMA reform efforts at the National Aeronautics and Space Administration (NASA) and the Small Business Administration (SBA).

This report presents research on the Air Force Materiel Command’s experience in which a significant, if partial, transformation of expenditure planning and financial management rules and routines occurred within a period of fewer than three years. Financial ManagementOrganizational Transformation

This report examines the value of activity-based costing (ABC) for decision-making in public-sector universities. The study shows how activity-based costing can be applied to institutions of higher education and could improve the information available to academic administrators, legislators, voters and customer. The purpose of this report is to demonstrate the feasibility and benefits of, and obstacles and limitations to, applying ABC in an academic environment. Financial Management

This report analyzees and evaluates corporate strategic planning employed by the United States Air Force. The study covers the legacy left by the inception of corporate strategic planning in the Air Force in 1994 and identifies how the current leaders are adapting to the dynamic world. Strategic Thinking
