Public Administration Review published an article by Jonathan Breul and John Kamensky, "Federal Government Reform: Lessons from Clinton's 'Reinventing Government' and Bush's 'Management Agenda' Initiatives." The article summarizes the history of presidential management reforms over the past 16 years, the similarities and differences between Clinton and Bush approaches, and lessons learned that may benefit the Obama Administration. 12/08

Kamensky's PATimes Article Focuses on Bush Efforts, Obama Plans.
John Kamensky wrote a pair of columns for PATimes. The first, "Bush's Performance Management Legacy," outlines the performance management initiatives during President George W. Bush's two terms in office and examines what was accomplished. The IBM Center's Executive Director, Jonathan Breul, testified on July 22, 2008, before the Senate Committee on Homeland Security and Governmental Affairs, Subcommittee on Oversight of Government Management, the Federal Workforce and the District of Columbia on "Improving Performance: A Review of Pay-for-Performance Systems in the Federal Government." Jonathan Breul speaks to French Ministry of Finance.
Jonathan D. Breul, Executive Director of the IBM Center for The Business of Government, recently spoke to a meeting of senior officials with the French Ministry of Finance. He used the metaphor of the Kevin Costner film "Dance with the wolves (or, "Danse avec les loups") to explain the need for policy and program evaluators to closely understand the needs of various stakeholders in order to produce assessments that have influence and are actually used by policy officials. Acquisition Improvement Working Group

But it is important to make the point that such a system does, in fact, contribute to better performance. The goal is really not to have employees work harder, although there will be some of that.
