Jonathan D. Breul, Executive Director of the IBM Center for The Business of Government, recently spoke to a meeting of senior officials with the French Ministry of Finance. He used the metaphor of the Kevin Costner film "Dance with the wolves (or, "Danse avec les loups") to explain the need for policy and program evaluators to closely understand the needs of various stakeholders in order to produce assessments that have influence and are actually used by policy officials.
