Jonathan Breul and John Kamensky co-authored an article for Governing Magazine, "Four Strategies for Transforming State Government," based on an IBM Center report of the same title by the late Keon Chi. Jonathan Breul awarded the 2009 National President's Award
Jonathan D. Breul, Executive Director of the IBM Center for The Business of Government and Partner, IBM Global Business Services, was presented the 2009 National President's Award by Association of Government Accountants (AGA) National President Samuel T. Mok in recognition of significant personal contribution and commitment above and beyond the call of duty in providing, advice, support and guidance to the National President directly and continuously during his tenure as national president. The award was presented on July 22, 2009 during the AGA's 58th Annual Professional Development Conference and Exposition in New Orleans, LA.

Kamensky Praises OMB FY 2011 Budget Guidance
Senior Fellow John Kamensky was cited in a Government Executive article, "OMB Will Allow Agencies to Set Their Own Performance Goals." OMB asked agencies to identify a small number of high-priority goals by July 31 and to identify how they will measure progress toward them. Kamensky said: "Turning to leaders in agencies to help design it shows they're open to other people's inputs."

Jonathan Breul was cited in a Federal Diary story by Joe Davidson, "Trying to Tame a Presidential Appointments Process Gone Bonkers," on May 27. He countered critics claiming there are too many political appointees, noting that the total number of appointees likely need to be redistributed, not necessarily reduced. Breul Cited in Wash Post on Performance Pay
The Washington Post's Joe Davidson cited IBM Center Executive Director Jonathan Breul in an article "A Wide Assault on Pay for Performance" that reported proposals for a review of the system. Bruel said, a review could show there are "cases where it has actually been done rather successfully." He also noted that although pay-for-performance was pushed at big departments such as Defense and Homeland Security during the Bush administration, the first demonstration project began in 1980.

Government Executive magazine's Brittany Ballenstedt highlighted the findings of a new IBM Center report, "Federated Human Resource Management in the Federal Government: The Intelligence Community Model," by James Thompson and Rob Seidner.
